Hurricane Dolly Hurricane Dolly

There is a hurricane watch in the Rio Grande Valley and in northern Mexico, as Hurricane Dolly moves toward the Texas-Mexico border. Officials caution that heavy rain and winds may lead to flooding and breaks in the levees. Further strengthening of the storm is expected before a predicted landfall on Wednesday.
